		<description>I sometimes wonder if a major part of the reluctance you mentioned derives from a lack of understanding about increasing capability. Uninformed people will look at a Block 5 F-16 and a Block 50 F-16 and wonder why the Block 50 is so expensive by comparison when they&#039;re &quot;obviously&quot; the same airplane. They can&#039;t see an increase in capability because it&#039;s underneath what seems to be the same skin.</description>

		<description>I worked AC-130H, MC130E, and C130Es and Hs. I could not understand the reluctance to upgrade to the J. It was superior in every way to the earlier birds. Sure it cost more. What doesn&#039;t? The increased performance capability as outlined in the article seemed obvious but I guess if you&#039;re not actually in a war you can play the paper tiger game and try to get by on the cheap. Happens every time.</description>
